2000-2001 Activity Report

In its third year as an official AALL chapter, SANDALL maintained an active schedule of educational and social programs while beginning to plan for its future.

SANDALL's membership remained steady with over 100 members and nine standing committees: Archives, Bylaws, Employment Liaison, Grants, Membership, Newsletter, Nominations, Programs, and Internet. In addition, the chapter Internet Special Interest Group met regularly to share information. The SANDALL Board for the 2000-2001 term: President John Adkins, University of San Diego Legal Research Center, Past President Joan Allen-Hart, San Diego County Public Law Library; Vice President Carol Hyne, Qualcomm; Secretary Pat Lopez, San Diego County Public Law Library; and Treasurer Harry Loren Stamper, USD Legal Research Center.

Financially we had a very good year, with a net increase of more than $3,000 in our treasury. The end of the year balance of $9,270.48 left us with a substantial increase in our funds, allowing the Board to discuss the possibility of investing a portion of SANDALL funds to help build a sound financial base for the organization's future.

Throughout the year, SANDALL events notices appeared monthly in the Chapter News section of the AALL Spectrum. Aside from the Annual Business meeting on June 7, 2000, SANDALL had 5 board meetings: August 20, 2000, October 5, 2000, January 23, 2001, March 27, 2001, and May 15, 2001. This was more than required by the chapter bylaws. This year at the second full board meeting, I requested that all the committee chairs attend and discuss what they are doing and propose to do during the year. A nice breakfast was catered by Latham & Watkins, hosted by Carolyn Vega. Getting all the committee chairs and board members together gave everyone a better understanding of what each committee's purpose is, and reinforced the fact that committee chairs are a vital part of the SANDALL governing structure. I would encourage future presidents to make this an annual event.

In June the chapter was pleased to welcome AALL Executive Board Member Cossette Sun for the annual AALL visit. Cossette spoke about a number of library and information issues being addressed at the national level, and encouraged chapter members to become involved in AALL. Sheppard, Mullin's spacious conference room served as host site for the meeting, which included a lunch sponsored by Westgroup. We thank Cossette for taking the time to come to San Diego for the day to address our group and to preside over the installation of the new executive board officers.


SANDALL was honored to sponsor two VIPs for the 2001 annual AALL meeting in Minneapolis: Judge Jacqueline M. Stern, San Diego Superior Court, and attorney David B. Olberholtzer, of Post, Kirby, Noonan & Sweat. Both have a strong commitment to law libraries and are currently serving on the Board of Trustees for the San Diego County Public Law Library. For the third year, SANDALL, NOCALL, and SCALL members will enjoy a joint reception at the Annual Meeting, generously sponsored by Martindale-Hubbell, a division of Lexis-Nexis.

Building Bridges

For the past year, SANDALL Secretary Pat Lopez has been participating in a task force chaired by Martin Kruming of the Daily Journal with the primary purpose to better inform high school students about job opportunities in the legal profession. To that end, the Task Force, now called LEAP -- Legal Employment Awareness Program, and consisting of representatives from the SD County Bar Association, the Association of Legal Administrators, the SD Legal Secretaries Association, SANDALL, the SD Paralegal Association, legal marketing and technology consultants, legal staffing agencies, San Diego Superior Court, and SD City Schools -- plans to create a video to show there is more to the legal profession than just being the attorney. They completed script production and are currently searching for funding sponsors for the video production.

This year we began exploring the concept of a liaison between SANDALL and current students in library master's degree studies. There is a pool of future law librarians out there in this group of master's candidates. They need to know that we exist, what we do, and that we are available to mentor them into the profession we love. As the Library School Liaison, Pat Bermel at USD's Legal Research Center will contact the schools and give them information about our events and student membership in SANDALL, and possibly offer library tours or lectures to interested classes. This should do a lot for raising the level of student awareness in our group.

Managing Change

Also during this past year, the SANDALL Board approved plans to develop its own Long-Range Planning Committee for addressing future issues that I hope will include: how to formulate strategies for problem?solving, to reach out to members committed to the future of law librarianship, to examine pipeline issues for the profession and its need for more diversity, to facilitate feedback between the educational system and its graduates, to create opportunities for education advocacy and to strengthen the position of law librarianship within the library and legal communities. This Long-Range Planning Committee was formed under the leadership of Past President Joan Allen-Hart. I want to thank her for her hard work and dedication in getting the committee formed. As the next Past President, it will be my job to lead the committee in the coming year.

Because AALL "strongly encourages" all chapters to be as proactive as possible on library and information-related legislative issues, for the past 2 years Past President Joan Allen-Hart served as the Government Relations contact for SANDALL. Most of the work has consisted of writing letters to legislators in support of or against pending legislation at both the state and federal levels, on issues such as library funding, UCITA, etc. The Board gave her permission to participate on the GRC listserv as the SANDALL rep and she was authorized to use SANDALL's name in sending these letters.


COMMITTEE REPORTS:

Archives: Margaret McDonald of the University of San Diego Legal Research Center continued as Committee Chair. She continues to gather and organize SANDALL materials. Items added to the archives include materials in paper format (including meeting minutes, agendas, newsletter issues, handouts from the brown bag luncheons, etc.), and videocassette recordings of the October 2000 workshop presentations.

ByLaws: The committee was chaired by Carmen Brigandi of California Western School of Law Library, who reported there were no proposed amendment or additions to the bylaws in the past year.

Employment Liaison: Chair Carolyn Vega, Librarian at Latham & Watkins, continued to post job announcements on the listserv. She had plans to create a job sharing data-bank and may create it in the coming year.

Grants: The Grants Committee for 2000-2001 was comprised of Jean Willis, Chair, Carmen Brigandi and Ruth Levor. They solicited grant applications for the SANDALL Fall Workshop. One person applied for and was given a grant to cover the cost of registration: Sushila Selness. They also solicited grant applications for the SCALL Spring workshop held at the Quails Inn in San Marcos on March 2nd and 3rd, 2001. The topic was: "That's Entertainment: New Media and Technology Law." Two grant applications were received and registration grants were awarded to Torin Andrews and Pat Bermel. One grant was awarded due to the generous donation of Nancy Carol Carter. With much appreciated assistance from Patrick Meyer, the names of these grant recipients have been posted on the SANDALL website. Grant recipients' names were also announced on the SANDALL listserv and in the SANDALL newsletter.

Internet Committee: The SANDALL Internet Committee (Michelle Schmidt & Patrick Meyer - Co Chairs, Patrick Meyer - Webmaster, Joan Condell, Barb Glennan and Kim Kane - Members) had a busy year keeping the Jobs and Events pages up to date. The internal search engine was replaced and all pages were linked to it -- allowing for a full-text search of all SANDALL pages. An e-volunteer form and an e-grant application were added to the site. They can be filled out online and e-mailed. The Grants page was reorganized and the listserv officially migrated to the AALLNET server -- meaning that when you press "Reply," it won't be sent to everyone on the list! Finally, the SANDALL Membership Directory was uploaded, board meeting minutes were posted, Internet SIG links were added and all hyperlinks were checked. The Internet Committee thanked everyone who provided them with posting information and feedback. Patrick Meyer stepped down as web master and was replaced by Carol Hyne at the end of the year.


Internet SIG: Kim Kane, Chair and member Mary Lynn Hyde reported that membership in the SIG has continued to decline. Only 2-3 people attend the monthly meetings. With the advent of the world wide web and development of sophisticated search engines, the need to learn/share is not as critical as it once was. We've become much more skilled, and busier too. We may have outgrown the need to meet in person. There are more efficient ways to stay informed. Kim is planning a meeting on June 19th to discuss alternative ideas to monthly meetings. For example, technical tips, interesting and useful sites, web reviews, etc could be shared via an e-mail newsletter, published in SANDALL newsletter, and/or posted on the SANDALL home page.

Membership: Treasurer and Membership Committee Chair Loren Stamper sent out a new directory and a supplemental directory and we ended the year with 101 members, which included new members and renewals.

Newsletter: Pat Lopez, Chair, and Barbara Glennan, Editor, Ruth Levor, Sales Manager. Three newsletter editions went out this past year, and advertising is staying rather flat with 2?3 advertisers per issue. A new editor or editors will begin with the next issue, and Barbara will work with them as needed. We thanked Barbara for serving as our editor so capably and well.
Ruth Levor graciously consented to continue as Sales Manager for 2000-2001, a tough job!

Nominations: The Nominations Committee announced its slate of candidates for office to the membership by March 15, 2001. The 97 ballots were mailed to the membership on April 5, 2001. Fifty seven percent of the ballots were returned by the May 7, 2001 deadline. The elected officers for 2001-2002 are:

Chair Pat Bermel of USD's Legal Research Center thanked the other committee members, Jean Godwin, Brobeck, Phleger & Harrison LLP and Valerie Railey, US Courts Library, for their work on this committee.

Programs: Committee members Carol J. Hyne (Chair), John Adkins, Amy Hale Janeke, Ruth Levor, and Norma Dunn had a busy year of planning and activities. The highlights were:

· the Fall Workshop, a full-day of fascinating lectures at Qualcomm Library with the topic "Bordering on Insanity: FindingYour Way Through the Maze of Sovereignty Issues in US/Mexican Border Questions & Native American Law." Speakers included University of San Diego Law School Professors Jorge Vargas & Nancy Carol Carter; Native American Attorney Colin Cloud Hampson; and Immigration & Naturalization Service Attorney Martin D. Soblick.

· a September brown bag at San Diego Public Law Library, Federal Reading Room, where speaker Renee Blahuta, of Law.com spoke about the Law.com website.


· a February brown bag at California Western School of Law, where speakers Gia Williams and Ray Chagolla, the Director of Client Services for the Daily Journal Corp., gave a presentation focused on customer support and suggestions for improving the new Daily Journal web site.

· an April brown bag at Latham & Watkins, where speaker Tom Margenau, Public Affairs Director for the Social Security Administration, San Diego, spoke about "The Truth about Social Security."

· Holiday Party, held in December at Casa Sevilla Restaurant, and sponsored by: Lexis/Nexis and Daily Journal Corporation. Activities & entertainment: Delicious tapas buffet and incredible flamenco guitarists. About half the membership attended!

· "Escape your Office" Happy Hour, at The Prado Restaurant in Balboa Park. Tasty appetizers and lively conversation welcomed the new board members.
