An administrative code is the topically organized collection of executive branch agencies' rules and regulations. These regulations have the effect of law.

5. Description of category (what are executive orders, bills: Site describes well the importance of administrative rules, but I cannot easily find a description of the rule-making process. Law governing administrative law is on the site, but a popularly written explanation cannot be found easily.
