Access to Electronic Legal Information Committee 2003-2004
Annual Report

      Former past President, Barbara Bintliff, tasked the Access to Electronic Legal Information Committee and the Research Instruction and Patron Services (SIS) Committee to help the Association fulfill an initiative of its Strategic Action Plan item 1D (1), which reads:

 

     "[AALL will] establish standards of excellence for legal information web sites that are used by consumers and librarians for law-related research."

 

       This was an enormous but gratifying project.  In early 2004, the task was completed on schedule.  The Access to Electronic Legal Information Committee in conjunction with the Research Instruction and Patron Services (SIS) Committee have developed criteria for evaluating legal and government information at government Web sites.  By motion, the Executive Board approved the evaluation criteria at their meeting in April, 2004. The criteria are listed by "General Evaluation Criteria for All Web Sites Providing Legal Information" and then four sections that provide "Evaluation Criteria Specific to Judicial, Legislative, Executive Branch, and Local Government Web Sites."  In the near future, it is envisioned that AALL will recognize legal information Web sites who most meet the criteria established.

 

       In addition, the Access to Electronic Legal Information Committee conducted Web site reviews at the 2003 National Center for State Courts Conference (CTC8) in its Cybercafe.  Overall feedback from owners of the sites were positive and appreciative of AALL’s effort in developing these criteria.   The Committee was promised a program slot for (CTC9).  It is anticipated that AALL will follow-up on that offer and further promote and market these criteria.
