Progress on UELMA

On March 12, I testified before the Illinois Senate Judiciary Committee in support of the Uniform Electronic Legal Material Act (UELMA), SB 1941. I received several questions from the senators about authentication and related costs, many of which are answered in the Minnesota Office of the Revisor of Statutes' paper, "Prototype for Authentication of Official Electronic Record and Pricing." The bill has not yet received a committee vote. SB 1941 is supported by the Uniform Law Commission, Chicago Association of Law Libraries, and Illinois Library Association.

I'm pleased to report that after garnering nearly unanimous support in the House (124-0) and Senate (64-1), the Minnesota UELMA bill was signed by Governor Mark Dayton on March 14. Congratulations to our dedicated advocates and Minnesota Revisor of Statutes Michele Timmons, recipient of AALL's 2012 Public Access to Government Information Award, on this victory! Minnesota joins California and Colorado as states that have adopted the act. Track the progress of all 10 UELMA bills on AALLNET.

AALL Supports San Francisco Law Library in Lawsuit

I filed a declaration on behalf of AALL earlier this month in support of the 143-year-old San Francisco Law Library, which is suing the City and County of San Francisco, alleging that since 1995 the city has violated a City Charter provision that requires it to provide proper funding and adequate space for the law library. The law library is located in the Veterans Building, which is set to close for renovations in May, potentially leaving the law library homeless.

My declaration states that the law library is a critical resource for practitioners and lay people, that it provides free access to essential online and electronic materials, and that it employs an invaluable reference staff that offers expert assistance to lay people and attorneys alike. Attached to my declaration are AALL's County Public Law Library Standards, Ethical Principles, and Government Relations Policy. Northern California Association of Law Libraries President Chuck Marcus also submitted a declaration. Additionally, last year, AALL wrote a letter to San Francisco Mayor Edwin Lee, members of the Board of Supervisors, and City Administrator Naomi Kelly to express our concern about the urgent need to provide adequate quarters for the law library.

New Offering: the Monday Morning Recharge

This year's Annual Meeting and Conference will introduce the Monday Morning Recharge, a mid-conference boost packed with opportunities to rethink the value you bring, with a focus on business skills. You'll be able to choose from a variety of sessions led by outside experts and designed to add tools to your professional arsenal:

  • Learn how to turn situations of conflict into opportunities to influence people - even those over whom you have no authority.
  • Develop strategies for managing change and using change to inspire innovation.
  • Find your voice as a leader to propel your own career and to empower your staff.
  • Improve the ways you present yourself, from your first impression to your last - and all that you communicate in between.
  • Embrace the chaos, and employ tools to manage stress in your workplace.

These sessions, scheduled from 10-11:30 a.m., will be complemented by a number of Exhibit Hall activities, including a breakfast break and a buffet lunch. Stay tuned for more details about these sessions (and more) in the weeks to come.

Do You Have a Great Idea?

The Annual Meeting provides so many opportunities to address current issues and share ideas and experiences - and we want to hear from you. Here are some great ways you can contribute (please note the deadlines):

  • Have an idea about an emerging issue that might make a great Hot Topic program for Seattle? The Annual Meeting Program Committee (AMPC) seeks programs on late-breaking or otherwise timely topics. Members with ideas should complete a proposal form and send it to Julie Pabarja, AMPC chair, by April 1.
  • Have you implemented an innovative program in your library? Perhaps you've created a set of best practices to apply in the workplace. Or maybe you'd like to share new classroom techniques, findings from a research project, or a practical problem-solving effort. Your good idea could make a great poster session - find more information and submit your proposal online by April 15.
  • Got a burning question you'd like to ask? Maybe you'd like to pick your colleagues' brains about a new innovation. Wondering if anybody has dealt with the same situation you find yourself in now? Informal "Coffee Talk" discussions will again be held on Tuesday morning where attendees can brainstorm, sound off, and share their challenges, experiences, and ideas. Send your ideas to annualmeeting@aall.org by May 1.

Three Resources to Get You There

There are so many reasons why you belong at this year's Annual Meeting and Conference, but you might need some help getting support to attend. AALL offers financial assistance and tips for getting your boss to say, "Yes!"

  • Annual Meeting grants: Consider applying for an AALL grant, which covers registration costs for the Annual Meeting or preconference workshops. Chapters and special interest sections provide additional grant opportunities for their members. Don't miss out on this critical resource - applications are due April 1.
  • Make your case: Is AALL 2013 on your boss' radar? You can't know unless you ask. Online you'll find tools for helping your boss understand why - despite the cost and time out of the office - you can't afford to miss out. Learn how to make a plan to get support - there's even a sample memo to your employer.
  • Programs to convince your boss: Seal the deal. We've got a list of educational programs that will show how your attendance will benefit your library through the new skills you'll develop, the latest trends you'll learn, and the strong network of trusted colleagues you'll build.

Executive Board Meeting

The Executive Board will meet in Chicago April 4-5 for its spring board meeting. The Spring Meeting Board Book is available on AALLNET, and the meeting is open to AALL membership. Some items of particular interest that the board will consider include:

  • Review of the fiscal year 2013-2014 budget guidelines (Tab 12)
  • Review of the revised financial policies (Tab 13)
  • The report and recommendations from the Library Procurement Process Improvements Task Force (Tab 14)
  • Request from the Leadership Committee regarding the Leadership Academy (Tab 15)
  • AALL membership in the Digital Due Process Coalition (Tab 17)
  • A proposed vendor relations policy (Tab 21).

Last week, AALL dues invoices for 2013-2014 were mailed to all library directors for their institutionally paid memberships and to all other individual members. The deadline for membership renewal is May 31.

Last Day to Register for E-books: Opportunities, Obstacles, and Trends

On Wednesday, March 27, at 11 a.m., join e-books expert Sue Polanka, a 2011 Library Journal Mover and Shaker, award-winning e-books blogger, and columnist, for this program featuring discussion on the growth, challenges, and trends of the e-book industry. Topics to be discussed include licensing and managing content across locations, business models and their impact on access and budgets, locally hosting versus proprietary platforms, and managing content in a mobile environment. Get a jump start (and a leap ahead) into the ever-changing world of e-books. Register by the end of today, March 21.

Register for Upcoming Advocacy Opportunities

Join the Government Relations Office on Tuesday, March 26, from noon-12:30 p.m. EDT for its complimentary online advocacy training, Communicating with Congress: Strategies for Effective Advocacy on Capitol Hill. Participants will learn how to leverage digital communication, phone calls, and meetings to influence members of Congress, get tips for effective congressional meetings, and learn AALL's priority issues that require action today, including legislation on copyright, open access, and privacy. Register by March 25.

Then, on April 18, put your advocacy skills into practice at AALL's first-ever Local Advocate Lobby Day in Washington, D.C.! In the morning training session, participants will learn best practices for successful meetings with lawmakers. In the afternoon, they'll attend prescheduled meetings with their members of Congress and/or staff to advocate on AALL's policy positions, including open access, access to congressional research service reports, and Library of Congress and Government Printing Office funding. April Webinar: How to Work Through Difficult Transitions

Change in the legal profession means change for law libraries. Are you prepared to lead your library through this time of transition? Join us for a new webinar, How to Work Through Difficult Transitions, sponsored by the AALL Leadership Development Committee, on April 24 at 11 a.m. CDT. Three library directors will discuss the challenges change has brought to law libraries. The panelists will suggest strategies to lead libraries with modified missions and new resource constraints, offer tips and guidance, and describe methods to gain staff support for an altered vision.

21st Annual RIPS Teach-In Kit

The Research Instruction and Patron Services Special Interest Section (RIPS-SIS) is proud to announce the release of its 21st Annual RIPS Teach-In Kit.

Each year, in conjunction with National Library Week, RIPS creates a Teach-In Kit containing fresh materials for use in your institution's promotional and instructional activities. We're happy to celebrate the 21st anniversary of the Teach-In Kit with a variety of new materials, including research exercises, PowerPoint presentations, "Advanced Legal Research Theatre," a crossword puzzle, and much more. Materials cover a wide range of topics, including statutory and regulatory law, banking law, health law, immigration law, and even Halloween law.

Day in the Life Photos Submitted

Last month, AALL members took a wide range of photographs of law librarians working, meeting, teaching, and doing all that law librarians do in a given day or week. The photos were submitted to Flickr, so you can check out the 153 photos submitted by 51 AALL members.

Next, the AALL Public Relations Committee will narrow down the photos to the top five in each category. Members will have the chance to vote for the winning photos during National Library Week, April 14-20. Stay tuned for more details!

AALL's Continuing Professional Education Committee presents the AALL2go pick of the month: Personal Effectiveness.

Personal Effectiveness is an area in which we can all strive for improvement, both in our professional and personal lives. In this engaging presentation, Michael Saint-Onge discusses social and personal skills, or "soft skills," which allow us to use our technical abilities and knowledge effectively. When used well, these skills - such as communication, time management, and initiative - can help us to excel in all aspects of our lives.

The presentation addresses myths related to soft skills and the effect of personal choices. In addition to discussing personal and interpersonal skills, the speaker also addresses what he calls extrapersonal skills, which deal with branding and promoting yourself or your department.

Conference registration closes April 1 for the third international conference of the Chinese and American Forum on Legal Information and Law Libraries (CAFLL), of which AALL is a sponsor. The conference will be held in Shanghai June 10-12. Hosted by the East China University of Political Science and Law, the venue for the meeting will be the Renaissance Shanghai Zhongshan Park Hotel.

Early-bird registration is open for the International Association of Law Libraries' 32nd Annual Conference, to be held September 15-19 in Barcelona. The conference, Catalan Law and Legal Information in a Global Context, will focus on topics reflecting Catalonia's unique perspectives on international and domestic issues.

Member News

JoAnn Hounshell, associate director at ITT Chicago-Kent College of Law Library and current Chicago Association of Law Libraries president, has been named chair of the AALL Council of Chapter Presidents for 2013-2014. She will assume her role as chair at the close of the Annual Meeting in Seattle.

Camille Reynolds, director of risk management and information services at Fenwick & West LLP in San Francisco, and Holly Riccio, library manager at O'Melveny & Myers LLP in San Francisco, spoke during a February 28 educational session, Trends in Law Libraries and Online Legal Research, a collaborative effort of the Northern California Association of Law Libraries and the American Libraries Association Silicon Valley Chapter. More than 30 librarians and legal administrators attended, and topics included issues associated with an increasingly mobile workforce, the (so-called) demise of books, e-books, negotiating online legal research contracts, and legal information industry changes, among other topics.

Fred Shapiro, associate librarian for collections and access and lecturer in legal research at Yale Law School, was recently mentioned in two major articles in The New York Times: "The Origins of ‘Big Data': An Etymological Detective Story" and "The Whole Nine Yards About a Phrase's Origin." He was also the subject of an article in the Times of London, "Stripping away ingenious etymologies," about his discoveries on the origin of the phrase "full monty." Shapiro also authored a major book review of Bartlett's Familiar Quotations for The Times Literary Supplement forum. He was interviewed by National Public Radio about President Obama's inaugural address, and Hardball with Chris Matthews aired a large segment about his list of the most notable quotations of 2012 (the list itself was covered by more than 4,000 news sites). Shapiro publishes a regular column about quotations in Yale Alumni Magazine.

Patrick Sullivan is now the California region research librarian at Jones Day in Los Angeles. He has been a research consultant and trainer for LexisNexis since 2000.

Memorials

AALL has been advised of the deaths of Sue Johnson and Brenda Kelley.

Ms. Johnson was a librarian at Carrington, Coleman, Sloman & Blumenthal, L.L.P., in Dallas for 28 years until she retired in 2009. She was also a longtime, active member of AALL. She passed away February 21.

Ms. Kelley (formerly Woodruff) passed away December 29, 2012, in Pocatello, Idaho. She had previously served as director at Pima County Law Library in Tucson, Arizona; Lucas County Law Library in Toledo, Ohio; and Wood County Law Library in Bowling Green, Ohio.
