From what I've seen, state legislative publications have been almost
impossible to obtain. Paper is important -- we have some Indiana =
materials
(bills) in paper. The web has made researching state legislative =
histories
more do-able (look at Illinois --

to
see states do more with their official web sites in providing access to
these materials.=20
Is it a job for libraries? Something like this research aid at University
of Illinois College of Law Library is helpful (I like the checklist)
