	Perhaps we live too near the source and are therefore very sensitive
to legislative and executive branch actions, but in DC, we find that our
summer associates have almost no knowledge of what comprises a legislative
history or where to start legislative research.  They appear to have
forgotten what they learned in any high school government class (perhaps
this is no longer a required course in high school? - I'm dating myself).
So I would advise a quick Gov-101 review that describes how the branches of
government work and interact, how their publications and pronouncements
affect the law, a review of the major resources contained in a legislative
history, and their relation to the final product.  It might help to give
them an assignment to do a "quick" legislative history on some uncomplicated
piece of legislation.
	Another area is the CFR and the Federal Register.  We have created a
"cheat sheet" because of the frequent questions we receive on this topic.
	But perhaps the focus should be even more basic.  While I was
participating in a program at a local law school to prepare second years for
their summer associate programs, one law student said she would have no need
for administrative law and legislative resources because she did not plan to
practice in DC.
