Well, there is a CIS microfiche service, "Congressional Bills, Resolutions,
and Laws" on microfiche -- 73rd (1933-1934) through 105th (1997-1998).
The Law Library of Congress ( http://www.loc.gov/law/public/htdoc/
<http://www.loc.gov/law/public/htdoc/> ), in addition to other U.S.
legislative publications, has "a nearly complete set of bills and
resolutions."

I had difficulty recently locating the text of old (1900-1903) legislative
bills. I eventually got them from the National Archives. Is there a set of
some kind that contains bills prior to 1970?
