[Prodev] Compilation of New Electronic Legislative Histories

I am interested in hearing from anyone with ideas for compiling future =
legislative histories from electronic documents (i.e. histories from the =
current Congress).
With so many documents now available in PDF format I have been thinking =
that in the future it would be nice to compile a legislative history using =
these electronic documents and tie it with a search engine which could =
search all the documents simultaneously.
I haven't attempted this yet, but what I envision is something created in =
html. The history would be a descriptive table of contents (just like a =
print history), but every item in the table of contents would be linked to =
the document. Such a history could be placed on an intranet page or a =
CD-ROM. To make the history more valuable it would be great to have a =
search engine that could search all the documents (not sure how to do that =
part).
Any other ideas or thoughts?
