The phrase "virtual law library" emerged as a common theme and concern
during AALL's strategic planning process and throughout the Futures
Committee's discussions with members and others.  For some of us it is an
exciting and real possibility; for others it seems a daunting prospect.

Good Morning.  I drafted this email a couple of weeks ago and I was
going to post it on the law-lib listserv, but decided to hold off until
the start of this professional development listserv began today:

I've been contacted by a lot of librarians lately asking about public
access to electronic legal databases.  I won't go into the details or
name vendor names, but there appears to be a common thread running
through the new "stone wall" that vendors are throwing up to prevent
more libraries from providing electronic access to their online
databases.

The vendors now want you to make sure that everyone (that is the public
user) who uses these databases signs a contract that they understand
ABC, and will not do XYZ with the information they get from these
databases.  The library is supposed to then keep these and then turn
them over to the vendor upon request.  My response:  FAT CHANCE!!!

These types of contracts are not used in Print or CD-ROM access to the
same materials. =3D3D20

The library signs the contract protecting the passwords, etc. not the
end user.

If this is a ploy to drum up business from those using this system,
paste your business card to the monitor!

information as opposed to the same information found in the print or
CD-ROM versions?

How about coming to grips with the fact that this should be a viable
option for public libraries and come up with a standard (and practical)
policy to guide your sales force. =3D3D20

I have heard all kinds of reasons for not allowing public access to the
information, ranging from controlling passwords to fears that it will
promote stalking (no joke!)  The other reasoning I have heard is that
the vendors are conducting 'self-regulation' in order to prevent the US
Congress from coming in and instituting regulations over the information
(again, no joke!)

I have heard this scenario from more than a few librarians in the
academic and public law library setting over the past few months and
find this type of attitude to be completely asinine on the part of the
vendors.  Some of these vendor systems are a quarter of a century old
now.  Making a good policy toward limited public access is, in my ever
so humble opinion, well overdue.
