I just did research on this. There appears to be three colleges that
offer such degrees. (see below)

Syracuse http://istweb.syr.edu/prospective/

http://www.cis.drexel.edu/ <http://www.cis.drexel.edu/> also seem to
offer undergraduate degrees.
I had several replies but only one university offered a complete BS
degree in library and information technology online--University of Maine
at Augusta.
