W-4 - A Legislative History Primer: Demystifying Research for Congressional Intent

Although numerous jurists and legal scholars have criticized the judicial use of legislative history in recent years, courts continue to apply this method of statutory construction. Few lawyers, however, have a real proficiency for researching legislative documents and they, in turn, continue to rely on law librarians for their mastery of this complex subspecialty. This 1/2-day workshop offers participants an opportunity to sharpen their skills in this area by providing a balance of theoretical context and practical tools for researching congressional intent. An expert in statutory construction, an authority on congressional procedure and experienced law librarians will discuss of legislative issues, practices and research applications.
