J-5: Researching International Marine Environmental Law

Annual Meeting of the American Association of Law Libraries

July 20, 2005 – 1:30p.m.

The following pages list a few resources which will be helpful in locating documents pertaining to International Marine Environmental Law.  In the interest of focusing on the subject at hand, many sources of common knowledge – in spite of their importance – may have been omitted from this bibliography and an effort is made to list the resources which have a direct bearing on International Marine Environmental Law.

For those who prefer a short list or a nutshell version, the following resources should set you on the right track: International Maritime Organization - www.imo.org, Todd Kenyon’s Admiralty Law Guide - http://www.admiraltylawguide.com/interconv.html, United Nations Environmental Programme - http://www.unep.org and Maritime Law Association of the United States www.mlaus.org.  Others, who appreciate a detailed version, will benefit from the following list of sources.

INTERNATIONAL MARITIME ORGANIZATION (IMO)

The IMO is an arm of the United Nations and is responsible for developing international legal instruments dealing with maritime regulations.  Its website — http://www.imo.org —  informs users on a range of issues from the intricate aspects of the workings of the organization itself to the status of developed and developing treaties.

IMO affiliates listed below assist the Organization in its mission of maintaining safe and clean oceans.  Their websites, as described below, complement the information available at the IMO website.  Their newsletters and alerts often keep the users better informed about recent events.

GESAMP – Joint Group of Experts on the Scientific Aspects of Marine Environmental Protection.  Deals with all scientific aspects on the prevention, reduction and control of the degradation of the marine environment - http://gesamp.imo.org

GLOBALLAST – Global Ballast Water Management Programme.  Addresses the issue of invasive aquatic species - http://globallast.imo.org

Global Marine Litter Information Gateway – Focuses on the global, regional and local problem of marine litter - http://marine-litter.gpa.unep.org/

London Convention 1972 – Convention on the Prevention of Maritime Pollution by Dumping Waste and Other Matters - http://www.londonconvention.org/main.htm

Regional Marine Pollution Emergency Response Center – Assists Mediterranean coastal States in the implementation of the Protocol concerning Co-operation in Combating Pollution of the Mediterranean Sea by Oil and Other Harmful Substances in Cases of Emergency - http://www.rempec.org/

PEMSEA - Regional Programme for Marine Pollution Prevention and Management in the East Asian Seas region.  Established to work on transboundary environmental challenges in the region - http://www.pemsea.org/

Marine Electronic Highway – integrates maritime safety technologies and environmental management systems.  Works to enhance the safety of shipping along the Straits of Malacca in South-East Asia - http://www.imo.org/includes/blastDataOnly.asp/data_id%3D3668/marineelectronichighwayarticle.pdf

Marine Environment Protection Committee plays a vital role in developing the instruments to protect the marine environment.  Documents issued in connection with the ... session of the Marine Environment Protection Committee are available at http://www.uscg.mil/hq/g-m/mso/imomepc.htm
