Manual - Representatives

2009 Revision

There are two types of representatives within OBS, AALL representatives to external organizations and SIS representatives to internal group.

AALL Representatives

MARBI Representative

The MARBI Representative is appointed by the AALL Vice-President with the advice of the OBS-SIS and TS-SIS Chairs. The term is three years and may be repeated only once.

  • Attends twice yearly meetings of the U.S. MARC Standards Committee, which occur during American Library Association meetings in January and June.
  • Represents the interests of law librarians at these meetings as a non-voting liaison to the committee. Solicits advice from other AALL members, as appropriate.
  • Reports on MARC developments to AALL members through annual reports presented at OBS-SIS and TS-SIS meetings; annual reports submitted to Law Library Journal; annual reports published in TSLL; and articles on topics of interest published in the MARC Remarks Column in TSLL.
  • Adheres to the policies and procedures set forth in the AALL Handbook for Representatives.

OCLC Representative

In fall 2007, at the request of OBS-SIS, AALL President Ann T. Fessenden appointed Phyllis Post as temporary OCLC representative. Ms. Post attended the October 2007 OCLC Members Council Meetings in Dublin, Ohio and reported back that OCLC representation was worthwhile. She stated, "Attending these meetings will not give AALL a "voice." But we can be informed, and that might be important enough to make it worthwhile. I suggest we accept OCLCs invitation to have someone attend regularly especially over the next year or two as important issues such as OCLC governance and the globalization of WorldCat take center stage." Permanent representation will be considered in 2010.

  • Attend three yearly meetings of the OCLC Members Council Meetings in Dublin, Ohio, generally in October, February and May.
  • Represents the interests of law librarians at these meetings as a non-voting liaison to the committee. Solicits advice from other AALL members, as appropriate.
  • Present a report on the previous years OCLC Members Council Meetings at the OBS Business Meeting, and submit an annual report to the OBS chair.
  • Adheres to the policies and procedures set forth in the AALL Handbook for Representatives.

SIS Representatives

OBS/TS Joint Research Grant Representative

Since 1997 OBS-SIS and TS-SIS have joined together to provide funding for grants for technical services law librarians to perform research that will enhance law librarianship. The Joint Research Grant Committee (JRGC) is comprised of six (6) members: the chair, an ex officio member, two representatives from OBS-SIS, and two representatives from TS-SIS. Each representative serves for two years. Representatives are appointed in alternate years so that terms are staggered. The chair is appointed in odd-numbered years by the OBS-SIS and TS-SIS chairs, in consultation with one another. The chair must be a member of both sections. The chair:

  • Follows the guidelines and procedures on the OBS-SIS "Joint Research Grant General Information" website: http://www.aallnet.org/sis/obssis/research/researchinfo.htm
  • Consults with the executive boards of OBS-SIS and TS-SIS to determine the actual amount of funds to be made available for research grants each year.
  • Promotes the research grants program through notices to the OBS-SIS and TS-SIS online discussions lists at least twice a year, notices in TSLL at least once a year, and a permanent presence on the OBS-SIS and TS-SIS websites.
  • Maintains and revises the grant application form, as needed.
  • Follows up with grant recipients to see that the required reports are filed, and that goals of the grant have been achieved.
  • Submits a written report to both the OBS-SIS and TS-SIS chairs detailing the committee's activities according to the deadline set by the chairs each year.
  • Reports briefly on the committee's activities at the OBS-SIS and TS-SIS business meetings.

TSLL Representative

The Technical Services Law Librarian (TSLL) is produced jointly with the TS-SIS. A new issue is posted quarterly on the TSLL website, with a direct link from the OBS-SIS website. Two representatives from OBS-SIS serve on the TSLL Editorial Board, and are appointed by the incoming OBS-SIS Chair before the annual meeting. They serve two-year staggered terms, receiving their initial appointments in alternate years. The TSLL Representatives:

  • Attend the TSLL Editorial Board meeting that is held during the AALL Annual Meeting.
  • Monitor TSLL content and advise the editor-in-chief to assure that editorial policies are being followed.
  • Assist the editor-in-chief with TSLL policy decisions.
  • Represent the interests of OBS-SIS members as these relate to TSLL content and practices.
  • Participate with other members of the Editorial Board in the recruitment of applicants and the selection of a new editor-in-chief, associate editor, and/or layout and design editor, when a vacancy occurs in any of these positions.
  • Keep the OBS Board apprised of challenges faced by TSLL and decisions made by the TSLL editorial board.
