The following list shows how various elements are added to a Cutter number (Ec 47 is the Cutter for "economic") to differentiate individual publications with editions or revisions.
Note: the numbers are in proper filing order.
 
Ec 47 original edition of first title
Ec 47/996revised 1996 edition of first title
Ec 47/2original edition of second title requiring this Cutter number
Ec 47/2/997 revised 1997 edition of second title
Ec 47/2/997-2 revised edition of the1997 edition of the second title
 Ec 47/3/998 original edition of a third title using this Cutter, issued in 1998
 Ec 47/3/998-2 revised edition of original 1998 edition of third title

For further thought:

 Why do you think that Cutter numbers for government publications are based on title keyword instead of author name, as they are for Library of Congress call numbers?
