While many programs focus on the shrinking acquisitions budget, not as much attention has been paid to the fact that operational budgets, including money for professional development, have been cut or have not kept pace with inflation. In a world of increased airfares, higher registration fees, and competing staff needs, it's difficult for a library administrator to know how to allocate professional development money fairly. Should you only fund activities that will improve a librarian's current performance? Or, should you fund activities that will help that librarian in some future position?
