James E. DugganOctober is a busy month for all of us…from meeting deadlines at work to celebrating the full force of autumn and Halloween, law librarians have lots to do. This month's e-newsletter reflects this sense of activity and contains reminders of upcoming surveys, directories, grant money availability, and writing competitions. Our AALL election is also coming up, so please remember to vote!

AALL Online Elections Open October 27

AALL Online ElectionsBefore you cast your ballot for the next U.S. president, you can vote for the next AALL vice president and Executive Board members. AALL needs people to be on its Executive Board who represent the interests of all our members, so I strongly encourage you to vote.

Polls open on Monday, October 27. Online voting is fast and easy, but members who wish to receive a paper ballot may do so upon request to Christopher Siwa, AALL Web administrator, 312/208-8030, by Monday, October 20.

Election schedule:

October 27: Ballots distributed electronically to all voting members.

December 1: Deadline for receipt of all ballots at AALL. Ballots will be tabulated at AALL, and the results will be announced once the candidates have been notified.

Congratulations to the First AALL Leadership Academy Fellows

2008 Leadership AcademyEarlier this month, 35 AALL members participated in the first AALL Leadership Academy, held October 3-4 in Oakbrook, Illinois. The Leadership Academy was a great success, with many fellows sharing positive feedback regarding their experiences. Facilitator Dr. Barbara Mackoff was very pleased with the enthusiasm and hard work that the AALL members put into the entire academy, which was a highly engaging and intensive leadership experience.

Congratulations to the first AALL Leadership Academy Fellows—we look forward to seeing you take the lead in law librarianship in the near future. The next AALL Leadership Academy will be held in October 2009, and details about the event will be available soon.

Barbara Bintliff Appointed Observer to Study Committee on Authentication of Online State Legal Materials

Barbara BintliffI am pleased to announce that Barbara Bintliff, Nicholas Rosenbaum Professor of Law and Director of the William A. Wise Law Library at the University of Colorado at Boulder, was selected to be an observer to the Uniform Law Commission Study Committee on Authentication of Online State Legal Materials. The study committee will report to the Uniform Law Commission whether to recommend the formation of a drafting committee to prepare a proposed uniform or model law regarding the authentication of online state legal materials. This study committee's formation was a direct result of http://www.aallnet.org/summit/">AALL's National Summit on Authentication of Digital Legal Information, held April 20-21, 2007. Congratulations to Barbara!

Legislative Success and Challenges

As the 110th Congress comes to a close, http://www.aallnet.org/aallwash/">AALL's Washington Affairs Office has good and bad news to report. First the good news: the Environmental Protection Agency (EPA) reopened five libraries to the public on September 30 in Chicago, Dallas, Kansas City, and the newly-combined EPA Headquarters Repository and Chemical Library in Washington, D.C. AALL first met with EPA officials in spring 2006 to express our opposition to the library closures.

Unfortunately, our goal to enact orphan works legislation this year has been less successful. The House Judiciary Committee leadership refused to agree to certain provisions that we believe are necessary to create an effective solution. Key among these in the House bill (H.R. 5889) is the "dark archive" provision, because its requirements would be extremely burdensome for libraries.

We fared much better on the Senate side, which passed the Shawn Bentley Orphan Works Act of 2008 (S. 2913) without the "dark archive" provision and referred it to the House Judiciary Committee on September 27. The House and Senate may hold a lame-duck session in mid-November, in which case the Washington Affairs Office will pressure the House Judiciary leadership to accept the Senate amendments. If we aren't successful, we'll continue efforts to enact orphan works legislation in the 111th Congress next year.

Coming Soon: AALLNET Survey

A brief survey of AALL members' opinions of the future of AALLNET is currently in development and slated to be e-mailed to the membership in mid-November.

AALLNET is perhaps the most important communication tool we have for AALL members. The goal of the survey is to get members' candid opinions so the AALLNET Strategic Planning Special Committee can create a Web site that best serves our members' needs.

Look for the survey in your inbox in the coming weeks. It should take you no more than 10 minutes to complete, and your responses will be kept confidential. Your participation will go a long way in helping to create a Web site that works for you.

2008-2009 AALL Directory and HandbookOur partners at Wolters Kluwer Law and Business recently notified us that the 2008-2009 AALL Directory and Handbook mailed out to AALL members on October 1. SCCLL-SIS Releases Resource Guide on Management Essentials

SCCLL-SIS Resource Guide on Management EssentialsThe State, Court, and County Law Libraries Special Interest Section (SCCLL-SIS) recently published a new resource guide in its Law Library Insights series. Third in a series of four guides, Management Essentials in the Public Law Library discusses key management principles for public law libraries.

The guide explores five core principles of management through insightful articles written by members of the SCCLL-SIS:

  • Budget/financial planning and negotiation
  • Working with the board
  • Community relations
  • Service development and collection rebalancing
  • Managing resources.

PLL-SIS Awarded Continuing Education Grant

We are pleased to announce the latest AALL/BNA Continuing Education Grants Program award recipient. Congratulations to the Private Law Libraries Special Interest Section for its Webinar program, Budgeting During Hard Economic Times, which will be held on December 11.

The second round of grants are due November 7:

  • November 7: Proposals due to AALL Headquarters
  • November 10-21: Review of proposals
  • December 4: Announcement of funded grants
  • September 2009: Deadline for expenditure of funds.

2009 Annual Meeting Scheduling Forms Due November 1

InnovateLast month the Annual Meeting Program Committee met in Chicago to select programs for the 2009 AALL Annual Meeting in Washington, D.C.: Innovate. The committee selected 66 programs and four workshops, which will be detailed in the Annual Meeting Program Announcement in the December issue of AALL Spectrum.

Earlier this month all committee, SIS, and caucus chairs; chapter presidents; and affiliate groups received letters outlining the agenda for the 2009 conference, including scheduling forms for your meetings and functions in Washington, D.C. Scheduling forms are due at AALL Headquarters by November 1 to ensure that your meetings and events are listed in the Preliminary Program that mails with the March issue of Spectrum.

Grant Money Available for Research that Supports Law Librarianship

The AALL Research and Publications Committee is accepting applications for research grants from the AALL/Wolters Kluwer Law & Business Grants Program. A single grant of up to $5,000, or multiple grants totaling $5,000, may be awarded. The committee will award one or more grants to library professionals who wish to conduct research that supports the research and scholarly agenda of the profession of law librarianship. The application deadline is November 3.

Volunteer for an AALL Committee Today

AALL is now accepting applications for 2009-2010 committee volunteers. Committees carry out AALL's Strategic Directions of leadership, education, and advocacy, which in turn drives our professional future. Visit AALLNET to explore the variety of committees available, as well as to get an idea of the work of each group before you fill out the volunteer form.

Deadlines: If you are volunteering for the Annual Meeting Program Committee, please submit by October 31. All others, please submit by December 1. Your efforts will ensure the vitality and future of AALL. Don't hesitate—volunteer today.

The Call for Papers Has Begun

Have you been thinking about writing an article of interest to law librarians? The AALL/LexisNexis Call for Papers Committee is soliciting articles in three categories for active and retired members (Open Division), recent graduates (New Member Division), and students in library, information management, or law school (Student Division).

The winner in each division receives $750 generously donated by LexisNexis plus the opportunity to make a presentation about his or her research and writing process at a program during the 2009 AALL Annual Meeting in Washington, D.C. Winning papers are also considered for publication in Law Library Journal.

Articles in the Open and New Members Division must be submitted by March 2, 2009. Articles in the Student Division must be submitted by April 15, 2009. Visit AALLNET for additional information and the application form.

LHRB-SIS Announces the Morris L. Cohen Student Essay Competition

Morris CohenThe Legal History and Rare Books Special Interest Section, in cooperation with Gale Cengage Learning, announces the first annual Morris L. Cohen Student Essay Competition. Currently enrolled students attending accredited graduate programs in library science, law, history, or related subjects are eligible to enter the competition. Students may be enrolled either full or part time. The winner will receive $500 and a trip to the 2009 AALL Annual Meeting in Washington, D.C. Papers must be submitted by April 15, 2009; the winner will be announced by May 15.

Save the Date: AALL Management Institute March 19-21

I'm pleased to announce that AALL is bringing back our successful Management Institute, which was first held in March 2007. The 2009 Management Institute will be held March 19-21, 2009, in Tampa, Florida. The three-day program, facilitated by respected organization development consultant Maureen Sullivan, will present leading-edge strategies, equip you with essential tools necessary for management roles, and increase your ability to manage effectively. The action-learning approach includes lecture, case studies, small group discussion, self-assessment tools, journaling, and skills practice. Applications will be accepted starting in November—stay tuned for more details.

Member Address Updates

In the coming months you may notice slight changes to your street address in your AALL membership profile. AALL Headquarters is currently updating members' addresses in the Association's membership database to make them compliant with U.S. Postal Service codes. The updates to street address fields will allow mail to be delivered in a more timely fashion and reduce the chance of undelivered mail. Please contact AALL Membership Coordinator with any questions or concerns.

Four LLAM Members Honored as "Unsung Legal Heroes"

The Maryland Daily Record recognized four members of the Law Library Association of Maryland (LLAM) as Unsung Legal Heroes for 2008. Trevor Rosen, librarian at Shapiro, Sher, Guinot & Sandler in Baltimore, received top honors. Other recognized heroes include Tonya Baroudi, law librarian at the Prince George's County Circuit Court Law Library in Upper Marlboro; Bernice Bernstein, acquisitions librarian at the Maryland State Law Library in Annapolis; and Ronelle Manger, head librarian at DLA Piper US LLP in Baltimore. Congratulations to these outstanding LLAM members!

Celeste Smith was recently promoted to AALL Director of Education. Celeste has been a part of the AALL staff since June 2006. She directs AALL's continuing professional education initiatives, programs, and events, including the Continuing Professional Education Grants Program, Webinars, audio/video broadcasts, the AALL Leadership Academy, the AALL Management Institute, and much more.
