James E. DugganApril is a tricky month...spring tries to break out all over, but it's cold one day then warm the next. It's a busy month for AALL, as committees finish their work, the Executive Board meets, and we continue to plan for the exciting Annual Meeting in Washington, D.C., in July. This month's e-newsletter includes both good news (announcements of the Gallagher and Andrews award recipients and the appointment of Marian Parker as AALL vendor liaison) and sad news (the death of former AALL president Francis Gates), among many other items. Happy April (and keep a sweater handy!).

Kehoe, Manz, and Puckett Recognized for Outstanding Contributions to the Profession

The AALL Awards Committee is pleased to announce the recipients of the Marian Gould Gallagher Distinguished Service Award and the Joseph L. Andrews Bibliographical Award. The awards will be presented at the AALL Annual Meeting Closing Banquet in Washington, D.C., on July 28.

Patrick E. Kehoe, professor emeritus of law and retired director of the law library at American University in Washington, D.C., and Elizabeth Ann Puckett, director of the law library and professor of law at the University of Georgia School of Law in Athens, are both recipients of the Marian Gould Gallagher Distinguished Service Award.

William H. Manz, senior research librarian at St John's University School of Law in Queens, New York, will receive the Joseph L. Andrews Bibliographical Award for the seventh edition of Guide to State Legislation, Legislative History, and Administrative Materials.

Marian Parker Named New AALL Vendor Liaison

AALL is pleased to announce its new vendor liaison is Marian Parker, associate dean for information services, director of the professional center library, and professor of law at Wake Forest University School of Law in Winston-Salem, North Carolina. Parker has experience in both legal publishing and law librarianship, having worked as both director of professional relations and acting senior director of law schools and courts at LexisNexis/Matthew Bender & Co. Parker is excited to be appointed and started her three-year term on April 6.

Results of AALL Economic Outlook Survey

In mid-March, AALL conducted a survey of law library directors to understand how the current economic crisis is affecting the profession. The survey was intended to help determine how widespread law library staffs have been affected by layoffs, furloughs, reduction of benefits, and/or budget cuts. More than 400 members responded for a 34 percent response rate.

Overall, 23 percent of law libraries have experienced staff reductions, the overwhelming number ranging from one to five full-time employees laid off. Nearly 20 percent of law libraries have eliminated vacant positions, and more than 63 percent have a hiring freeze in place at this time. Hardest hit have been the private law libraries; 30 percent have had staff reductions, and nearly 72 percent have a hiring freeze in place. Only about 10 percent of academic law libraries have reduced their staffs, but 45 percent have a hiring freeze in place. A little more than 15 percent of state, court, and county law libraries have experienced layoffs, and 57 percent have a hiring freeze.

In terms of budget cuts, more than 60 percent of all respondents have already experienced budget cuts. Again, private law library budgets have seen the most cuts; nearly 73 percent have been cut, and about a quarter of respondents have seen cuts of 15 percent or more. Nearly half of academic law library budgets are so far untouched, and about 40 percent of state, court, and county law library budgets also have remained steady, but many anticipate cuts in the next fiscal year.

In Memory of Francis Gates

With great regret, AALL announces the passing of Francis Gates. Mr. Gates had a distinguished career as the director of law libraries at the University of Southern California, Columbia University, and the U.S. Court of Appeals for the Ninth Circuit. A long-time member of AALL, he served as president from 1980 to 1981 and was a recipient of the Marian Gould Gallagher Distinguished Service Award in 2001. He passed away on March 24 at the age of 82.

Vote for Your Favorite Day in the Life Photo

The Day in the Life of the Law Library Community photo contest is in the final stage of judging. Members of the AALL Public Relations Committee have narrowed down the nearly 150 entries to the top five in each category, and you now have the chance to vote for your favorite photos.

This week, April 13-19, AALL members will choose the best photo in each category and one best overall photo. Simply log in with your AALLNET members-only e-mail and password. Please note that you will only be able to vote once.

A Day in the Life of the Law Library Community, sponsored by the AALL Public Relations Committee, is a nation-wide photo contest that documents law librarians working, meeting, teaching, and doing all that law librarians do in a given work week. Winners will be recognized on AALLNET, in the July 2009 issue of AALL Spectrum, and during the 2009 AALL Annual Meeting in Washington, D.C.

Join the Moderated Discussions on Competencies of Law Librarianship

The Continuing Professional Education (CPE) Committee will moderate a discussion on the AALL Competencies of Law Librarianship, approved by the AALL Executive Board in March 2001, to determine whether they remain relevant or require updates. All comments during the discussion will be considered by the CPE Committee in its review of the competencies.

The schedule for the discussion is:

April 20-24: Competencies One, Two, and Three

April 27-May 1: Competencies Four, Five, and Six.

Donna Scheeder Named as New Acting Law Librarian of Congress

AALL congratulates member Donna Scheeder on being named acting law librarian of Congress. The appointment was effective April 1. Most recently, Scheeder served the library as director of law library services. Prior to joining the Law Library of Congress, she held several positions in the Congressional Research Service. She is a graduate of the Georgetown University School of Foreign Service.

Editors Wanted for Two Law Library Journal Columns

Law Library Journal seeks librarians interested in writing regular columns for the Journal, beginning with the Spring 2010 issue. Interested AALL members may apply by sending a short description of the proposed subject for a column along with a writing sample to Janet Sinder, Law Library Journal editor, by May 29.

Columnists will be selected by the end of June, and the first column deadline will be in October. Deadlines change each year but are usually near the beginning of October, January, April, and July. Column length averages between 2,000 and 4,000 words, and writers must be able to meet deadlines and be willing to commit to writing for at least three issues per year.

It's Time to Renew Your AALL Membership

The deadline for AALL membership renewal is May 31. Following is the 2009 membership renewal schedule:

May 4: Second dues invoices mailed out.

July 23: Expiration notices e-mailed to all members—individuals and those paid by institutions.

August 1: Expired members deleted from the AALL membership database and access to the AALLNET Members Only Section and Law Library Journal and AALL Spectrum subscriptions discontinued.

AALL is offering a discounted membership rate for AALL members who are recently unemployed ($55 instead of $218). Unemployed AALL members should fill out the online form.
