    Serials Standing Committee
    2017-2018 Annual Report

    This year most of the efforts of the Serials Standing Committee were geared toward the recommended merger of the Acquisitions, Serials and Preservation Committees. Members of the Committee were surveyed regarding the following issues- name change, by-laws revisions and at roundtable discussion topics.

    The Serials Standing Committee is scheduled for their final meeting in Baltimore on Sunday, July 15 from 12:45-2:15. This will be a joint meeting and roundtable with the Acquisitions Standing Committee. All future meetings will be as the new Resource Management Committee.

    Projects for the year

    1. Reach out to prior members of the Acquisitions, Serials and Preservation Committees to become members of the new Resource Management Committee
    2. Work with members to find common ground for virtual programming
    3. Have 2 virtual programs

    Serials Standing Committee
    2016-2017 Annual Report

    The Serials Standing Committee met at the 2016 Annual Meeting in Chicago in a joint Roundtable with the Acquisitions Standing Committee on Monday, July 18. The following topics were discussed:

    • Non-Disclosure Agreements
    • Print versus Digital
    • Changing Serials/Acquisitions staff workflows and department structures

    This year the Serials Standing Committee intended on hosting quarterly virtual roundtables. While we were not able to meet that goal the outgoing Chair hopes the incoming Chair pursues having them.

    The Serials Standing Committee also looked into what should be done under this committee to better serve the TS-SIS community. We participated in providing feedback to the TS-SIS Ad Hoc Committee on Standing Committee to this end and await what recommendations come from their efforts. The Serials Standing Committee is next scheduled to meet in Austin on Monday, July 17 from 5:00-6:30 PM. This will be a joint meeting and roundtable with the Acquisitions Standing Committee.

    Pat Roncevich will be taking over as Serials Standing Committee Chair for 2017-2019.

    The Serials Standing Committee met at the 2015 Annual Meeting in Philadelphia in a joint Roundtable with the Acquisitions Standing Committee on Monday, July 20. Minutes were distributed via email and posted on the TS-SIS site. The following topics were discussed:

    • Cancellations
    • Migrating to a Campus-wide ILS
    • Changing Serials/Acquisitions staff workflows and department structures
    • Continued discussion from AALL program, “Work Smarter/Not Harder: More Tips for the Acquisitions Librarian”

    This year the Serials Standing Committee has looked into hosting quarterly virtual roundtables. Currently Trina Holloway is working with the Chair on discussion outlines for these and the committee hopes to launch the first roundtable before or sometime after the 2016 Annual Meeting in Chicago. Thank you, Trina Holloway, for volunteering for this initiative.

    The Serials Standing Committee is also looking towards the future and exploring the idea of what should be done under this committee to better serve the TS-SIS community. Jacob Sayward and the Chair will be working together to look at all the possible options and hope to have some developments within the next year. Thank you, Jacob Sayward, for agreeing to help with this venture.

    The Serials Standing Committee is next scheduled to meet in Chicago on Monday, July 18 from 6:00-7:30 PM. This will be a joint meeting and roundtable with the Acquisitions Standing Committee.

    The Serials Standing Committee met at the 2014 Annual Meeting in Seattle in a joint Roundtable/Breakfast with the Acquisitions Standing Committee on Monday, July 14. Minutes were distributed via email and posted on the TS-SIS site. The following topics were presented, reported, or discussed:

    1. Presentation on the use of OneNote as part of Collection Development
    2. Discussion of Cancellation Project workflows, Electronic Resources, Ebooks, and Journal Duplication Across Databases
    3. Suggestions for Education Programming
    4. Report on Exchange of Duplicates
    5. Report on State Statutes Project

    The Exchange of Duplicates program completed its final exchange cycle. Many thanks to Pat Roncevich for shepherding the Exchange of Duplicates program through the last few years.

    Additional thanks to Gilda Chiu for serving as the Serials Standing Committee’s representative to the TS-SIS Education Committee in 2014-2015.

    Along with the Acquisitions Standing Committee, the Serials Standing Committee is hosting a Roundtable on Monday, July 20, 2015 at 4:30PM in PCC Room 105B. This will include a continuing discussion of the Program “Work Smarter/Not Harder: More Tips for the Acquisitions Librarian”, in addition to the usual discussion topics.

    Gilda Chiu will be taking over as Serials Standing Committee Chair for 2015-2017.

    2012-2013 Annual Report

    The TS-SIS Serials Standing Committee met in Boston on Tuesday, July 24, 2012, from 7:15-8:15 a.m. Part of the meeting was the Serials Roundtable discussion. There were reports from the Exchange of Duplicates Program and from the Project COUNTER Task Force. Much of the New Business discussed changes in submitting proposals for AALL 2013 in Seattle. The roundtable discussion focused on print journal cancellations and the methodologies libraries are using to determine what journals to keep in print and what to make available with electronic access only. Minutes for the meeting are available on the TS-SIS website.

    The Exchange of Duplicates Program had 18 libraries participate during 2013, which raised $540.00. After $180.00 was paid to Wayne Schneider for his database support, that left $360.00 worth of income in support of TS-SIS scholarships and educational programs. Declining participation in the EOD Program may warrant evaluation to moving to an annual, rather than semi-annual exchange.

    There was one TS-SIS sponsored educational program, ‘E-Stats Collection for Your Non-Stacks Collection’ (Program A4), which focuses on a serials related topic at the 2012 Annual Meeting in Boston. The 2013 Annual Meeting in Seattle features two program that are related to serials management: ‘Making Sense of the Numbers: Understanding Vendor Statistics’ (Program A1) and ‘Fishbowl Fun!: A Closer Look at Four Key Licensing Provisions’ (Program C1).

    2011-2012 Annual Report

    The TS-SIS Serials Standing Committee met in Philadelphia on Tuesday, July 26, 2011, from 7:00 – 8:45 a.m. Part of the meeting was the Serials Roundtable discussion. There were reports from the Exchange of Duplicates Program and from the Project COUNTER Task Force. The roundtable discussion focused on transitioning from print to electronic resources and the adaption of ebooks by law libraries. Minutes for the meeting are available on the TS-SIS website.

    The Exchange of Duplicates Program had 27 libraries participate during 2011-12, which raised $810.00. After $270.00 was paid to Wayne Schneider for his database support, that left $540.00 worth of income in support of TS-SIS scholarships and educational programs.

    There was only one TS-SIS sponsored educational program, E-Stats Collection for Your Non-Stacks Collection (Program A4), which focuses on a serials related topic for the 2012 Annual Meeting in Boston.

    2010-2011 ANNUAL REPORT

    The Serials Committee of Technical Services SIS (TS-SIS) has been low key this past year. It continued to work on Project Counter and Exchange of Duplicate Program (EDP).

    The bibliography was updated by Patricia Sayre-McCoy on Project COUNTER Task Group’s website with more titles included and the year of publication is now part of each entry. There have been many new developments in Project COUNTER. It is working on Release 4 of the COUNTER Code of Practice. The planned new release will incorporate Books and Reference Works, which until now has a separate Code of Practice. The new release is scheduled to be published in March 2012 with the implementation deadline of December 31, 2013. Project COUNTER is also working on research projects related to article level usage statistics from publisher and institutional repository. The Task group plans to work with AALL Vendor Liaison and AALL CRIV committee next year to promote Project COUNTER to legal information providers.

    Patricia Roncevich took over as chair of the Exchange of Duplicates program this year. Thanks to Michele Pope for all her work in previous two years. Exchange of Duplicates took place in fall 2010 and spring 2011. Thirty-seven libraries in fall 2010 and thirty-three libraries in spring 2011 participated in the exchange. More than 1200 distinct titles were offered in each exchange and 12,786 issues in fall 2010 and 13,246 issues were offered in spring 2011 exchange. The three most offered titles continued to be the same in the fall of 2010 as last year. The titles are ABA JournalCalifornia Lawyer and Journal of Legal EducationAALL Spectrum joined the rank in spring 2011, leaving behind California Lawyer. Patricia Roncevich, chair of the Exchange of Duplicate Program revised the section on Exchange of Duplicates Program in the TS-SIS handbook at the request of TS-SIS Bylaws committee.

    A special thank you to Patricia Roncevich for managing the program successfully even after many mishaps. A detailed Exchange of Duplicates program report is available on the TS-SIS website.

    The 2010/2011 Exchange raised $997; $330 for Wayne Schneider for database and website management and $667 for TS-SIS. The program continues to be profitable and it supports scholarships and educational programs of the Section. A full report from Patricia Roncevich, chair of the Exchange of Duplicate Program, has been submitted to the TS-SIS Executive Board.

    A serials related educational program Electronic Resources Management (ERM) Systems Showcase (Program B-1) and a workshop Putting the “M” in ERM: Best Practices in Electronic Resources Management (Workshop W-2; with CS-SIS) were accepted for the 2011 AALL Annual meeting.

    The Serials Committee of Technical Services SIS (TS-SIS) continued to work on Project Counter and Exchange of Duplicate Program (EDP) this year.

    Lorna Tang became the chair of Project COUNTER Task Group in spring 2010. The group has updated the links on the Task Group’s website and has added to the bibliography on Project COUNTER. This year BNA has started to work on providing usage statistics. W.S. Hein is also working on improving usage statistics that it provides. It is not yet clear if their usage statistics will be Counter-compliant. Legal information providers are still absent from the “Register of COUNTER Release 3 compliant vendors” (updated May 2010). In the current environment, where information is moving rapidly from print to electronic, it is even more important that legal information providers support the development of usage statistics. A new member Yumin Jiang has joined the Task Group last year.

    The 2009/10 serials Exchange of Duplicates took place twice; in fall 2009 and spring 2010. Thirty-six libraries in fall 2009 and thirty-seven libraries in spring 2010 participated in the exchange. Moreover, 17,758 and 16,735 issues were offered respectively in the fall 2009 and spring 2010 exchange. Total number of distinct titles offered increased from 1,418 in spring 2009 to 1,712 and 1,697 in the fall 2009 and spring 2010 exchange respectively. The three most offered titles were the ABA Journal with 499 items, the California Lawyer with 310 items and the Journal of Legal Education with 295 items during spring exchange. Michele Pope, chair of the Exchange of Duplicate Program deserves kudos for running this program very successfully. She worked very hard to update the list of participant contacts. Many of the contact addresses were outdated. She updated contacts by consulting AALL directory and sent invitation. Of the 37 participants in spring 2010, 6 were from these new solicitations.

    The 2009/2010 Exchange raised $1,110; $370 for Wayne Schneider for database and website management and $740 for TS-SIS. The program continues to be profitable and it supports scholarships and educational programs of the Section. A full report from Michele Pope, chair of the Exchange of Duplicate Program, has been submitted to the TS-SIS Executive Board.

    Two serials related educational program “Database Ownership: Myth or Reality?” (co-sponsored with CS-SIS) and “What’s in a Name: CORE and I-2, New Standards to Improve Efficiency in the Electronic Resources Environment” were sponsored by TS-SIS for the 2010 AALL Annual meeting.

    2008-2009 ANNUAL REPORT

    The Technical Services SIS Serials Committee focused primarily on two areas this year. The Project Counter Task Group continued its efforts to promote compliance with Counter standards for usage statistics. The Task Group chair, Shyama Agrawal wrote a short piece on “Counter Usage Statistics” in the AALL Spectrum’s “CRIV Notes” on p. 36 (July 2008). The Task Group also created a Sample Letter to Vendors for COUNTER Compliance which is posted on the Project Counter website. The link to COUNTER’s list of compliant vendors has been updated so that it will remain current. The Task Group was contacted by Hein in regard to their plans to upgrade their usage statistics to become COUNTER compliant within the next year, if feasible.

    The Task Group continues to work on other projects including bringing its online bibliography up-to-date and creation of a spreadsheet on usage statistics in general which will document what resources librarians are using to collect usage statistics, what method of collection is used and who the vendor is for each resource. New members have joined the Task Group since its inception in January, 2007. With the current economic environment accelerating the migration from print to electronic serials, the need for supporting the development of adequate usage statistics is even more imperative.

    Under the new leadership of Michele Pope, the 2008/09 spring serials Exchange of Duplicates took place in June 2009. Thirty-six libraries registered for the 2008/09 exchange, which represents a decrease of seven libraries from the 2007 exchange. However, there was a significant increase in the total number of issues offered, 19,357 up from 13,681. Despite delays created by the negotiations involved in changing management of the exchange program coupled with processing improvements, the Exchange of Duplicates program still was quite successful. Michele Pope is to be highly commended for her commitment to taking on the management of the exchange program. Notably, the list of titles in the authorities file was revised, and a credit card option was added to a revised registration form. The venture remains a benefit to TS-SIS members as evidenced by the positive feedback of participants, and the fact that it remains profitable. Although we now pay the database and website manager, Wayne Schneider (Brigham Young University Law School) $10 out of the $30 per library subscription cost, the TS-SIS received $720 in profits which support educational and other programs of the Section. A full report from Michele Pope, chair of the Exchange of Duplicate Program, has been submitted to the TS-SIS Executive Board.

    An educational program (Here Today, Gone Tomorrow? The Future of Print Periodicals in Law Libraries) and a workshop (Managing from the Middle: Techniques for Success in Technical Services) were both accepted by the AMPC for the 2009 AALL Annual Meeting.

    2007-2008 ANNUAL REPORT

    The Technical Services SIS Serials Committee was involved with the following projects and issues this year. Shyama Agrawal became chair of the Project Counter Task Group and led the task group’s efforts to promote compliance with Counter standards for usage statistics. Under Shyama’s leadership the task group has mounted a website (drafted by former chair, June Liptay), which includes a bibliography compiled by Patricia Sayre-McCoy, surveyed members and drafted a piece which will appear in the AALL Spectrum’s “Members’ Briefing” (July 2008). The Task Group also was contacted by AALL President Ann Fessenden, who along with AALL’s Executive Director Kate Hagan, included Project Counter as one of the topics for discussion when they spoke with upper management at major legal information vendors during a series of visits.

    TS-SIS members submitted comments and reactions to the 2007 ABA Questionnaire which has been expanded to include title counts for electronic resources licensed by law libraries, in addition to e-titles owned by ABA law libraries. The issue of what electronic titles to count, and whether titles in any format should be counted at all remains an issue of consideration and debate.

    Under the leadership of Bonnie Geldmacher, the 2007/08 serials exchange of duplicates took place in December 2007. Forty-three libraries registered for the 2007/08 exchange. Of the forty-three participants, thirty-two participated in the fall exchange which is an increase of two libraries from the 2006 fall exchange. The total number of issues offered was 13,681. Due to other work commitments, Bonnie decided to step down as chair of the Exchange of Duplicates Committee. She is to be commended for her years of dedicated service. Although Michele Pope volunteered to become chair of the program, the technical requirements of the exchange prompted several discussions regarding the EOD program that remain under way.

    Nancy Cowden and Ellen McGrath compiled a list of serials-related articles for submission to the special issue of the Law Library Journal to celebrate its 100th (Centennial) volume.

    An educational program (Thinking Outside the Box: How Developing Electronic Serial Standards Can Add Fiber to Your Library’s Diet) and a workshop (Amazing Technical Services: the Director’s Cut) were both accepted by the AMPC for the 2008 AALL Annual Meeting.

    SERIALS STANDING COMMITTEE
    2006-2007 ANNUAL REPORT

    The Technical Services SIS Serials Committee was involved with several projects this year. A new Project Counter Subcommittee was formed and chaired by June Liptay. Project Counter (Counting Online Usage of Networked Electronic Resources) is an “international set of standards and protocols governing the recording and exchange of online usage data”. (http://www.projectcounter.org, last viewed 07/05/07) The Project Counter Subcommittee is charged with encouraging legal and law-related vendors to be Counter-compliant. The subcommittee also will be involved in educating members about Project Counter and other statistics gathering models.

    The Serials Committee’s 2005/06 ABA Questionnaire Subcommittee supported the recommendation of changes to the American Bar Association’s (ABA) annual Questionnaire, which were approved this year. New members of the ABA Questionnaire Subcommittee will focus on draft FAQs for the revised definitions and questions. Paula Tejeda also served as coordinator for the 2007 AALL program “What to Count, What to Report: the Revised ABA Annual Questionnaire”. Program speakers included TS-SIS members Joe Hinger and Carol Nicholson.

    Under the leadership of Bonnie Geldmacher, the 2006/07 serials exchange of duplicates took place in December 2006 and in June 2007. Forty-two libraries participated, which is a decrease of 6 libraries from last year. Of the 42 participating libraries, 37 submitted a list of duplicates to include in the exchange. The total number of issues offered in the fall was 9,649. The total number of issues offered in the spring was 12,003.

    At the 2006 annual meeting in St. Louis, it was recommended that the exchange take place twice a year instead of once a year. In response, an exchange took place last fall. Participants responded positively, so the exchange will now take place semi-annually rather than annually. Further changes to the Serials Exchange of Duplicates remain under review.

    The TS-SIS Serials Committee also participated in the development of educational program and workshop proposals for the 2008 AALL Annual Meeting.
